Can I send a text message to the emergency number 1 1 2 (one-one-two)?

Text messages are currently conveyed by dedicated apps: Where are u, the official app of the 1 1 2 service which integrates a communication system via chat and the 1 1 2 App for  the Deaf, the official app for deaf people, which allows them to communicate with the 1 1 2 service.
